Identification process of high-level talents in Hainan Province
The recognition of high-level talents in Hainan Province adheres to the principles of openness, fairness and justice, the principle of giving consideration to morality, knowledge, ability and performance, and the principle of industry recognition, market recognition and social recognition. According to their achievements and contributions, they are divided into five levels: Master talents, outstanding talents, leading talents, top-notch talents and other high-level talents.
1、 Identified object
The identification objects of high-level talents are not restricted by nationality or registered residence.
The recognition objects of high-level talents are talents who work full-time in our province (including talents of central units stationed in Hainan and headquarters enterprises), and they are generally under the age of 60. Those who meet the recognition criteria of outstanding talents and leading talents after retirement can be relaxed to 65 years old, and those who meet the recognition criteria of master talents can be relaxed to 70 years old. In urgent need of special talents such as shortage, the age limit can be relaxed appropriately.
Civil servants and staff of administrative organs (units) referring to the civil service law are not included in the recognition object (unless otherwise stipulated by the state).
2、 Identification procedure
Applications for recognition of high-level talents are accepted in batches throughout the year.
（1） Individual declaration. Individuals apply to their units for recognition, submit relevant supporting materials, select the recognition level according to the recognition standards, and fill in the application form for recognition of high-level talents in Hainan Province.
（2） Recommended by the company. The applicant’s unit shall review the applicant’s conditions, make recommendations on the qualified application materials (the recommendations shall evaluate the applicant’s compliance with discipline and law, professional ethics, work ability and performance), and submit them to the provincial talent service center.
（3） Review and confirmation. The provincial Talent Service Center shall review and identify the materials declared by the unit according to the measures for the identification of high-level talents in Hainan Province and the classification standard of high-level talents in Hainan Province (2019).
（4） Filing and certification. The provincial Talent Service Center shall register and record the list of recognized personnel and issue the corresponding high-level talent certificate of Hainan Province.
3、 Identification method
（1） Online declaration. The applicant’s unit logs in to “Hainan government affairs service network”（ https://wssp.hainan.gov.cn/ ）, select “legal person registration”. After successful registration, select “talent affairs service”, find the identification option of high-level talents in the corresponding field, click “online bid” and upload materials as required for declaration.
（2） Window declaration. The applicant’s unit shall review the applicant’s conditions, make recommendations in the application form if they meet the conditions, and submit them to the “one-stop” window of provincial talent service. Among them, the needs of the accounting and forestry industries shall be submitted to the provincial talent service “one-stop” window after being reviewed and recognized by the provincial industry competent department.
4、 Application materials
（1） Application form for recognition of high-level talents in Hainan Province (the cover shall be stamped with the official seal of the applicant and printed on A4 paper on both sides in triplicate);
（2） Copy of identity certificate;
（3） Copies of labor contracts and employment documents;
（4） Specific supporting materials corresponding to the identification level and standard;
（5） Units in Hainan Province shall provide the social insurance payment record form, and units stationed in Hainan shall provide the list of individual income tax paid in Hainan and the social insurance payment record form;
（6） Recent 2-inch bareheaded white background certificate photo (electronic photo in JPG format);
5、 Identify relevant requirements
（1） There is no quota for the identification of high-level talents;
（2） In addition to the conditions specified in the recognition standards, high-level talents should also meet the following conditions: 1 Abide by discipline and law; 2. Have good professional ethics and rigorous work style; 3. Outstanding performance and contribution;
（3） After high-level talents are identified, they can enjoy corresponding incentive and guarantee treatment according to regulations;
（4） The recognition cycle of high-level talents is 5 years. After 5 years, they should be recognized again according to simplified procedures one month before the expiration. The simplified procedure is: the unit to which it belongs shall uniformly apply, register and file, and issue the corresponding certificate of high-level talents in Hainan Province. Those who do not continue to be recognized will no longer enjoy relevant incentive and security benefits.
（5） If a unit or individual assists the applicant in practicing fraud, providing false certificates or making false audit opinions, it will be included in the integrity blacklist and criticized in the whole province.
